VLK European Data Exchange Information System

Project description:

During the project, the subsystem for the management of e-forms and structured electronic documents (SED) of the VLK information system for the exchange of social security information within the EU (VLK.EF) was developed and trainings for the users of the system were organised.

The implementation of the VLK.EF helped attain the following main objectives:

  • Automation of the collection, accumulation and provision of the data of persons leaving for the EU countries and insured in the Republic of Lithuania and of persons arriving in the Republic of Lithuania and insured in the EU countries;
  • Automation of the management of e-forms and SED supporting the entitlements to benefits as well as the management of statements, also automation of the compensation and accounting of costs incurred due to benefits-in-kind as well as of control procedures.

The implementation of the VLK.EF helped fulfil the following functions:

  • Centralised data management of received and issued e-forms and SED:
  • Data management of received and issued e-forms and SED supporting the entitlements to benefits (E106, E109, E120, E121, SED S1, S072) by means of IT tools;
  • Management of issued and received invoice (E125, SED S080) documents by means of IT tools.
  • Management of data on benefits-in-kind paid to the persons in the Republic of Lithuania but who were insured EU countries, and on benefits-in-kind paid to the persons in other EU countries but who were insured in the Republic of Lithuania;
  • Analysis of collected data, drawing up of reports;
  • Electronic provision of data to IS data recipients.

VLK.EF was integrated into other information systems of the National Health Insurance Fund (VLK):

  • SVEIDRA (Compulsory Health Insurance Fund information system): interface intended for the receipt of data on health care services provided to a person;
  • DPSDR (Register of the Insured [holding compulsory health insurance]: interface intended for the exchange of data on a person’s coverage by the compulsory health insurance;

VLK DVS (Document Management System): interface intended for registering the issued e-forms and SEDs in the VLK DVS.
